Kieran represents police unions and police officers in a wide variety of labor and employment matters, both at the negotiating table and in litigation. He specializes in collective bargaining, employee grievances, pension litigation, administrative hearings and appeals, and employee disciplinary actions. Prior to becoming an attorney, Kieran worked for over eight years in Maryland State Government, serving as an advisor during two administrations on public safety and human services issues, including working as Special Assistant to the Secretary of Public Safety and Correctional Services. Prior to the practice of law, he received his Bachelor of Arts from St. John’s College in Annapolis, Maryland. Kieran’s extensive experience in the public sector assists him in navigating all aspects of his clients’ needs.

Outside of his firm obligations, Kieran is active in his community association in Baltimore, serving as President from 2017-2018, and as a member of the Board.

“My job is to give you a full picture of all of your options, and the risks and benefits to each of them. That means not just considering the law, but all of the other information you need to ensure that your goals are met.”
